City Council Speaker Christine Quinn is facing off against Mayor Michael Bloomberg over a proposed homeless shelter in her Manhattan district.
The speaker says she is not against the shelter on Seventh Avenue and 25th Street, but is opposed to the shelter's 328 beds, which she says exceeds health and safety limits.
The council has joined a community group in suing the city.
Quinn said she is upset that the Bloomberg administration filed papers in the case challenging the legality of the rules.
"I don't understand why they would take such an aggressive action in court without any appropriate notification, when we clearly go out of our way in the council to be inclusive and respectful and participatory," said Quinn. "We simply don't deserve to be treated this way."
In a statement, the mayor's office said, "The city's actions with respect to the shelter were proper and lawful in all respects.... The City Council's limits on shelter capacity are in direct conflict with state regulations."
