A 46-year-old man is under arrest, charged in connection with a deadly accident in Brooklyn.

Investigators say James Billups is charged with leaving the scene of an accident and failure to exercise due care.

They say he was driving a white flatbed truck at around 9:30 a.m. Friday morning under the Gowanus Expressway in Bay Ridge.

Officials say 68 year old Shui Jiang was on a bike, traveling north, when the truck made a right turn and slammed into him.

Witnesses told NY1 that the truck driver stopped and got out of his truck but quickly got back in and drove off.

Those nearby described a tragic scene.

"Bicycles don't really cross too much there, and traffic enforcers do a great job of definitely directing traffic, but for the most part, that was definitely a surprise," the witness said. "And I think the truck was going pretty fast, I think turning. I'm not too sure. But it looked bad from the showroom. It was a surprise to all of us."
