Governor David Paterson says the dispute at the World Trade Center site will not go into binding arbitration, at least for now.
Paterson made the announcement after meeting with developer Larry Silverstein Monday.
The Port Authority and Silverstein have been in disagreement for months over how to finance the multi-billion dollar project.
Paterson says public money cannot be used to back construction, a position that appears to put him in line with the Port Authority but at odds with Silverstein.
