Tests Find Powder At Three UN Missions To Be Harmless

Initial tests suggest envelopes containing suspicious powder sent to three missions to the United Nations in Manhattan yesterday were harmless.

The envelopes were sent to the consulates of France, Austria and Uzbekistan.

The potential threat led to a massive response from the FBI, the New York Police Department and the Fire Department's Hazardous Materials team.

Police say more than 40 people had to be decontaminated in tents were set up outside the French mission on East 47th Street. No one was hospitalized.

All three envelopes had a postmark from Dallas, Texas, and two of them contained notes referencing al-Qaida.
