Some family members of September 11th victims objected Sunday to a plan to place unidentified remains at the World Trade Center site.
The families spoke in Lower Manhattan about their dispute with officials building the National September 11th Memorial and Museum.
Museum officials want to place the unidentified remains at an underground repository at the sacred heart of the site.
Families said placing the remains 70 feet below ground is disrespectful.
"This is horrific, it is outrageous. Families have not been included in any of the dialogue regarding this decision," said one family member.
"There is nothing wrong with having these remains entombed above the ground in a pleasant way, a contemplative way and really remembering what went on here," said another.
In a statement, the mayor's liaison to 9/11 families said, "9/11 family groups overwhelmingly asked that the unidentified remains return to bedrock of the World Trade Center site. The decision was made long ago through a consultative process through which the majority of families expressed how crucial it was for them that the remains be housed at bedrock and there be a private room for families to visit."
A lawyer for the families said they might consider legal action in the future but have no current plans to sue.
