Mayor's Livery Cab Plan Hits Setback

In a setback for Mayor Bloomberg, a judge issued a temporary restraining order blocking the city's plan to expand taxi service Friday.
The Taxi and Limousine Commission was set to begin processing applications for street-hail licenses on Monday, which would have allowed 18,000 livery cabs to pick up street hails in upper Manhattan and the other four boroughs.
The plan also calls for the sale of 2,000 new yellow taxi medallions.
The Metropolitan Taxicab Board of Trade has filed suit, arguing the mayor illegally bypassed the City Council to get the measure passed.
The city says it's disappointed by the judge's decision and is deciding whether to appeal.
