A National Transportation Safety Board report on a deadly helicopter crash into the East River last October says the helicopter was carrying too much weight.

The pilot was taking four international tourists on a sightseeing tour when the helicopter went down near 34th Street.

Three people on board were killed.

The pilot, who survived, said he asked his passengers how much they weighed and his calculations showed they would not be too heavy.

Another passenger who survived, however, says they were never asked. Three people were killed.

A post-crash examination showed no major engine malfunctions.

The NTSB is expected to make a determination on the cause of the crash early next year.
